Default something about monk staff wrapping

one kind of staff wrapping is "+1 <attribute> (10-20% chance while using skills)"

Its +1<attribute>10-20% chance while using ANY SKILLS or +1<attribute>10-20% chance while using SKILLS in THAT ATTRIBUTE.

It would not be an issue normally unless "+1 Divine favor" kicks in.

If a monk using a staff with +1 divine favor(20%) wrapping and using all healing/protection skills.

Would this monk get divine favor boost every 5 casting or he/she would not get anything at all.

I need some thoughts on that, thx.

BTW, staff wrapping for soul reaping and fast casting suit this question ,too
